The IPEC Federation represents the five existing regional International Pharmaceutical Excipient Councils (IPECs) - IPEC-Americas, IPEC Europe, IPEC Japan, IPEC China and IPEC India.  It provides a unified voice which promotes the proper use of excipients in medicines as a means of improving patient treatment and public safety. Although each association focuses its attention on the applicable law, regulations, science, and business practices within its region to accomplish it’s member’s goals, they also cooperate on common excipient-related safety and public health issues, in connection with international trade matters, and pharmacopeial specifications.


Excipients play a critical role in the manufacture of medicines; by helping to preserve the efficacy, safety, and stability of active pharmaceutical ingredients (APIs), and helping to ensure that they deliver their promised benefits to patients.

Optimal use of excipients provides pharmaceutical manufacturers with drug development cost-savings, enhanced functionality capability and can also assist in drug formulation innovation.


Over 250 national and multi-national excipient manufacturers, distributors and finished drug product makers are members of at least one IPEC regional unit and many are members of two or more. Creation of affiliated IPEC organizations in other regions are also in process.
